Evaluation Handbook

The evaluation handbook “Recommended Practices for Evaluation and Eligibility of Infants and Toddlers: A How to Guide that contains Answers to Commonly Asked Questions” was first made available to evaluators in 1995 by the Evaluation Committee of the Interagency Coordinating Council. It has recently been updated by the Commission for Children With Special Health Care Needs and the Interagency Coordinating Council and re-titled “The Evaluator's Guide to First Steps Evaluation: Recommended Practice (2003).”

It remains a “how to” guide and includes definition of developmental delay and Established Risk Conditions, discusses levels of evaluation and areas that are required for all evaluators to address while testing children, qualifications of evaluators and procedural safeguards. Additionally, this portion of the site highlights tips for delivering sensitive information to families, and the requirements for verbal and written reporting testing results.
