Thomas Foster - Pharm.D.

Dr. Foster is Professor of Pharmacy and Anesthesiology in the Colleges of Pharmacy and Medicine at the University of Kentucky Medical Center. He received his B.S. in Pharmacy in 1970 from the School of Pharmacy at the State University of New York at Buffalo and his Pharm.D. from the College of Pharmacy, University of Kentucky in 1973. Following completion of a three year residency at the University Hospital, Albert B. Chandler Medical Center, he joined the faculty in the Medical Center and since 1973 has practiced in the University Hospital and Clinics, taught courses in pharmacotherapeutics, pharmacokinetics/pharmacodynamics and computer applications, and led programs of multidisciplinary clinical pharmacology research involving investigational drugs and drug delivery systems. He is actively involved nationally in human research subjects protections issues and has been the Executive Chairman of the University's Medical Institutional Review Board since 1987.

Dr. Foster has been a leader in educational programs in pharmaceutical education, developing early program initiatives in clinical pharmacy in internal medicine and critical care and clinical pharmacology research involving human drug product and drug delivery device research. He has served as Chair of the Curriculum Committee of the College of Pharmacy and presently chairs the Technology Committee. He has served nationally as Chairman of the Section of Teachers of Clinical Instruction of the American Association of Colleges(AACP) and member of its first appointed Council for the Advancement of Pharmaceutical Education (CAPE). Dr Foster was appointed to and served as Vice Chairman of the inaugural Board of Pharmaceutical Specialties of the American Pharmaceutical Association. In that capacity he assisted in the development of the petition and credentialing process for pharmaceutical specialties . Dr Foster has regularly been invited to serve on site evaluation teams as part of the accreditation program of the American Council on Pharmaceutical Education. He has been a pioneer in drug product selection issues relating to pharmaceutical care serving as chair for the State of Kentucky's Drug Formulary Council and Drug Management Review Advisory Board. He has also served as member and President of the Board of Pharmacy of the Commonwealth of Kentucky.

Nationally, he has served on the Executive Committee of the Academy of Pharmaceutical Research and Science of the American Pharmaceutical Association and the Commission on Therapeutics of the American Society of Hospital Pharmacists. He is presently a member of the NAPLEX Review Committee of the National Association of Boards of Pharmacy , Chairman of the Nominating Committee for the United States Pharmacopeial Convention and serves on its Nomenclature, Reference Standards, Medicare Model Guidelines Expert Committees and as Chairman of General Policies and Requirements Executive Committee and Chairman of the Biopharmaceutics Expert Committee. He also serves as a consultant to the Center for Drug Evaluation and Research (CDER) of the U.S. Food and Drug Administration.

Dr. Foster is a founding member of the American College of Clinical Pharmacy and served as a Regent of that organization. He has also served as a Trustee of the American Pharmaceutical Association and as a member of the Board of Directors of the American Pharmaceutical Association Foundation. He holds membership in the APHA, ASHP, AAPS, AACP, ACCP, KPhA, KSHP, NABP, Rho Chi, and is a Fellow of the American Pharmaceutical Association, the American College of Clinical Pharmacology and the American College of Clinical Pharmacy.

Dr. Foster's research interests, published articles, presentations and scientific exhibits concentrate on the areas of human pharmacologic, pharmacokinetic and safety studies of investigational drugs and drug delivery systems for analgesic and cardiovascular drug therapy and development ,use of PDAs in pharmacy practice and research , ethics and regulation of human research and implementation of guidelines / algorithms for optimizing and assessing pharmacotherapy outcomes.
