Bluegrass Care Clinic

The Bluegrass Care Clinic receives Ryan White Parts B, C, and D funding. Details about each type of funding are noted below.

Ryan White Part C Program

Part C: Early Intervention Services Programs

The Part C Early Intervention Services Program is 1 of 5 programs federally funded under the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. The Part C program was created to provide outpatient, early-intervention primary care and support services to persons living with HIV/AIDS.

The following services must be provided either on site or at another facility in the community:

  • HIV counseling, testing, and referral.
  • Counseling and education on living with HIV disease.
  • Medical evaluation and clinical care.

  • Oral health care, mental health care, outpatient substance abuse treatment, nutritional services, and specialty medical care directly or by referral.

Ryan White Part B Program

PART B: Grants To States And Territories

Part B of the Ryan White HIV/AIDS Treatment Modernization Act provides grants to all 50 States,
the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, and 5 U.S. Pacific Territories or
Associated Jurisdictions. Part B grants include a base grant, the AIDS Drug Assistance Program (ADAP)
award, ADAP supplemental grants and grants to States for Emerging Communities—those reporting
between 500 and 999 cumulative reported AIDS cases over the most recent 5 years. All funding is
distributed via formula and other criteria.

Part B funds may be used to fund 75 percent of “core medical services” which include outpatient and
ambulatory health services; ADAP; AIDS pharmaceutical assistance; oral health care; early intervention
services; health insurance premium and cost-sharing assistance; home health care; medical nutrition
therapy; hospice care; community-based health services; substance abuse outpatient care; and medical
case management, including treatment adherence services.

The remaining 25 percent of funds must go to support services that are needed for people living
with HIV/AIDS to achieve their medical outcomes, such as respite care, outreach services, medical
transportation, linguistic services, and referrals for health care and support services.


Ryan White Part D Program

Part D: Services for Women, Infants, Children, Youth and their Families

Ryan White HIV/AIDS Program Part D grantees provide family-centered primary medical care involving outpatient or ambulatory care (directly, through contracts or through memoranda of understanding) for women, infants, children, and youth with HIV/AIDS. Part D funds the following services:

  • Family-centered primary and specialty medical care
  • Support services
