Change in eligibility guidelines
For new applications in June 2007 and beyond, NINR will restrict the use of the
R03 mechanism to new investigators. New applications submitted on or prior to
the February 16, 2007 receipt date, and their resubmissions (previously referred
to as “revised,” or “A1” and “A2” applications) will not be subject to this
policy. Applicants are considered new investigators if they have not previously
served as a PI on any DHHS-supported research project other than R03, R15, R21,
and certain F- and K-series awards.
Change in name for scientific review staff
The NIH has recently made a change in the designation of the extramural staff
responsible for the management of the peer review process for grant
applications. Instead of Scientific Review Administrator, these individuals will
be known as Scientific Review Officers. This new title is a more appropriate
reflection of their major focus on scientific rather than administrative
activities.
New PHS 398 and 2590 forms and instructions
Although most applications have transitioned to electronic (SF 424), there are
still a few that require paper submissions. The newly revised PHS 398 (rev.
11/07) instructions and forms (http://grants.nih.gov/grants/forms.htm) are now
being accepted. All applications received for May 25, 2008 (PHS 398) or March 1,
2008 (PHS 2590) and subsequent due dates must use the new instructions and forms
or they will be returned to the applicant. During the transition period the
previous version (interim revision 04/2006) will continue to be available, and
applications using the previous version will be accepted. The changes are mainly
to bring the language and format into line with the SF 424. Most of the changes
are in the instructions with very few changes being made to the forms
themselves. One major change is that with paper applications, appendix material
will no longer be accepted on paper; it must be submitted on CDs in pdf form. |
